Bush stepped out of the governor's mansion early this morning into Austin sunshine, amidst groans from many of the observers. It was previously determined that if Bush saw his own shadow on the morning of the second day of February, he would wait at least six more weeks before declaring his presidential candidacy. Sandra People, 26, of Scranton, Pa. said, "It's something unusual, something you can say you did once."
